12/11/2019	As part of my "2019 fall tour" of MSW landfills, I stopped at the Muscatine Co SDP today to observe the status of the landfill (primarily the area of the working face). I spoke with Opie (lead operator) while I was onsite. During my time at the landfill, I walked around the entire working face area, observed a new operator (Mark) who was operating the compactor on the working face. The working face appeared to be a peninsula of trash, although I didn't notice anything necessarily wrong with it (just had a very steep edge). Due to 2" of snow that fell this morning, i couldn't see if windblown litter was an issue. Opie mentioned there was a small leachate seep he'll be working on once the ground firms up, but he said it wasn't discharging offsite. The cells west-northwest of the working face still have large trees growing through the cover....these trees should be addressed. Interior roads have slag on them and appeared in excellent condition for providing access for the semis to the working face. Overall, I didn't see too much that concerned me.	KURT LEVETZOW
