12/20/2017	Kurt Levetzow and I visited the Muscatine County landfill to take a look at the new cell. The rain cap had been installed, but a lift of waste had not been placed on any portion of the new cell (sand) based on our observations. The sand had been terraced under the rain cap and minimal erosion of sand was observed. No exposed liner was observed. The rain cap covered approximately 1/2 of the new cell (mostly the northeast portion). The current fill operation remained south/SW of the new cell, near the top of the ridge.	BRIAN LEE
