2/20/2018 Alan DeBruin email response: To Bill Gross from Alan DeBruin: Terracon has prepared a plan to repair the liner. The liner company is scheduled to come. A contractor is ready to uncover the area . Our goal is March 2018. We are currently working with Indian Hills College career development on training for Steve Thomas. This is set for March or April. We also have the county HR person coming in to get to the bottom of our internal troubles. Steve has been asked to keep record of picking up trash. BILL GROSS
2/2/2018 Chris Snyder from Cargill in Eddyville called about issues with the Mahaska County SLF. I discussed the complaints we received as they mentions wastes from Cargill. He said they did not bring in wastes from outside the area. He will double-check their records and will also bring up the issue when he audits the landfill himself later this year. BILL GROSS
2/1/2018 Dave Heatherly called and reported that he had to sign a document stating he needs to follow the chain of command when he has a complaint (Steve Thomas, then Alan DeBruin,...) BILL GROSS
1/26/2018 1/25/18 - Mr. Heatherly called about material coming in from the Alliant Chillicothe plant in Wapello County. He said it is mixed with soil for daily cover. I told him if it is used as cover and it passes analytical tests it could be brought in to the landfill. BILL GROSS
1/22/2018 email chain between Bill Gross and Midwest Sanitation: Bryan Vander Meiden <[email protected]> Jan 19 (3 days ago) Good Morning Bill, The reason for my email is last week you called me asking some questions in regards to Midwest Sanitation hauling material to Mahaska County Landfill. I reassured IDNR that this material was a residual from our Oskaloosa facility. This has been the second time we have been accused of this as Leslie Goldsmith followed up with me in August. I was wondering what your findings are in regards to this and if you would be willing to discuss your findings with me via email or phone. Bryan: I was investigating a complaint about waste flow to the Mahaska County Landfill (along with other issues). Midwest Sanitation came up in the complaint, but your company was not the only one. Due to the difficulty in tracing waste flow from months or years back, I am not planning take further action on the issue at this time, but we do expect you to be cognizant of solid waste planning area boundaries hereafter. [Waste resulting from the material brought to Mahaska County for processing may be taken to the Mahaska County Landfill.] Thanks for your effort. BILL GROSS
1/9/2018 I stopped at the Midwest Sanitation office in Pella and talked to Steve Roozeboom and Bryan Vander Meiden. Bryan said they do not bring out of planning area waste to Mahaska County. He said depending upon the markets, sometimes they cannot recycle materials like glass at their Oskaloosa sorting facility so it goes to the Mahaska County Landfill. I then went to the Mahaska County SLF and talked to commission chair Alan DeBruin, Dave Heatherly, and Steve Thomas. Dave gave me photos and a list of concerns. I gave Steve and Alan a copy. T did not see any active leachate seepage, though I did smell gas ventilation on the west slope. I saw that more cover and grading is needed on the north area. I saw that a shingle pile atop the north area had not been cleaned up. I noticed litter strewn about the site. Steve admitted that he repaired the damaged liner. I told him I would require an engineering approval (and company) for the repair. He did not have good t=records of litter collection (Dave said it had not been done in a while. Steve agreed to remove the shingles (he though it had been done. The commission will meet later this week to discuss the issues raised. Alan will report back to me with the outcome, before my report is written. BILL GROSS
1/4/2018 I talked to Dennis Buyert, Pella Public Works Director (641-628-1601). He said that Pella contracts with Midwest Sanitation to collect single stream recycling. He said the Midwest office is in Pella, but the sorting is done in Oskaloosa. BILL GROSS
1/4/2018 I contacted the SCISWA in Marion County. Jennifer Frampton said that three private waste companies handle recycling with cities in their planning area. One is in Knoxville, one in Grinnell, and one in Pella (Midwest Sanitation). She said Midwest is hired by the landfill to take their recycling roll-off since they are the only local company that does single stream recycling. She said they take glass, but do not recycle it. It and other reject material goes to the Mahaska Co. SLF (lower tipping fee). BILL GROSS
12/21/2017 12/21/17 - Mr. Heatherly called again: Many things are going on. The commission did not have a meeting last night. Steve Thomas is on-site doing things that should have been done long ago. The waste haulers from Pella (Midwest Sanitation - KAL) who have been bringing in outside wastes have been changed. I know the commission memeber have been tipping Steve Thomas and others about the problems I've revealed. BILL GROSS
