5/13/2021 Matt Graesch (DNR SW Central Office staff) and I visited the site with Robert Helenthal (Keokuk PWD) to observe and assess the current status of the leachate collection system. The 2 new tanks, 3500 gallons each, have been installed. They hold the initial volume and have a cross over pipe between them. The older two tanks, 1500 gallons each, are now overflow tanks. The Omni site/dialer alarm is installed and reportedly functional, but plans to be tested in the near future by the contractor. It will alarm the city staff of a high level once the new tanks are full (and flow is being directed to the older tanks). Some additional storm water culvert work was completed as well. Leachate was entering a storm water line and that was remediated with this culvert work. Additional leachate collection line work is planned to be conducted in the area above the leachate collection tanks (on the southwest facing slope). Erosion control was recommended to be installed across the drainage area, above the creek. Bare soil remained at the time of my visit and seeding is planned once all the earthwork is completed. Rip rap is planned ot be installed at the new storm water discharge point. The city will continue to utilize their truck to haul the leachate to the POTW on Monday, Wednesdays, and Fridays. They may move to two days a week as the volume on Wednesdays is reportedly getting lower each Wednesday visit. Robert also indicated that the leachate line flow into the main tank is about a trickle, compared to ~75% full earlier this year. Ponding is still an issue above the terraces. Matt discussed the option of lowering the terraces and proving a letdown area for storm water flow. That option will be considered by the city and the site engineer. Additional grading and fixing of some eroded areas is planned above the terraces as well, after the main leachate work is completed. BRIAN LEE
