12/5/2011	Jeremy Klatt and I conducted a quarterly site visit at this facility on 2DEC11. We met with Dan Aastrup, spot checked litter records and reviewed the storm water sampling results. This facility was hauling leachate to the Alden POTW, but would occasionally generate more than they could accept so they hauled excess leachate to the Des Moines POTW. I had previously advised Mr. Aastrup indicated that needed to get a treatment agreement with the Des Moines POTW, but Mr. Aastrup said he had not done so because he had stopped hauling to Des Moines and all leachate is being sent to Alden. We spot checked the monitoring wells and they had been labeled by stamping numbers into the outside of the metal covers. These markings were not particularly robust, but met the minimum requirements under 567 IAC 113. This facility documents one waste load check per week, but the records for the last 3 weeks had been lost. The previous weekly reports were present. I reminded Mr. Aastrup to be diligent in retaining these records. There was an area along a ledge approximately 75 feet long which had insufficient intermediate cover. I reminded Mr. Aastrup of the cover requirements and he stated he would comply in the future. We inspected the leachate load out area and noted a small quantity of frozen leachate on the ground. Mr. Aastrup indicated that he usually stays right near the tanker when filling the truck and can hear when the truck is full so he can turn off the pump, but this morning he had stepped away from the truck an there had been a minor leachate overspill. I reminded Mr. Aastrup of the leachate handling requirements.	DAVID MILLER
