9/6/2011	A quarterly site visit to this facility was conducted on 6SEP11. Dan Aastrup was away on vacation and I spoke with Bruce Rewoldt. There were three working faces open – the “dry weather” face was being worked near the bottom of the cell, the “wet weather” face was open hear the top of the cell and the “diatomaceous earth” working face was open to the south on top. Mr. Rewoldt stated that all three working faces are covered each night – the two trash faces are covered with a tarp and the diatomaceous earth is cover by soil. I followed up on the deficiencies noted in the April 7, 2011 inspection as follows: 1 - Obtain storm water permit – complete. 2 - Keep working faces tarped overnight – Mr. Rewoldt states this is being done. 3 - Litter records – could not review since Mr. Aastrup was away, but litter control was excellent. 4 - Leachate treatment agreement with Des Moins POTW - could not review since Mr. Aastrup was away. 5 - Monitoring well labeling – not done. 6 - Intermediate cover repair – complete with good results. I will follow up with Dan Aastrup when he returns from vacation. Drove around the landfill perimeter and checked the levels in the leachate sumps and did not note any obvious areas of concern.
