10/22/2015	I met with Dan Aastrup and Doug Luzbetak of HLW Engineering Group. I inspected the new cell. It features staked corners, a liner covered in sand, and a thin plastic rain fly that is designed to keep the sand in place until waste is applied to that part of the cell. Dan Aastrup told me that when a part of the new cell is used that the liner will be slit so that it will not impede the leachate system.	ADAM SHAFFER
