1/2/2014 I told Doug that the remaining litter needs to be picked up as soon as practical but that the extreme cold weather we continue to experience this winter is obviously a factor. He told me that cells 7 and 8 are basically filled up and that they will be topped off and "closed" when the weather warms up a bit this coming spring. We discussed the recent litter complaints we have been getting and the fact that I had assured the anonymous complainant that this area will get 100% cleaned up as it gets it's final cap this coming Spring. 1/2/2014 On 12/31/13, I stopped by the Dubuque County landfill to check on the status of their litter issues. The operator, Doug Hughes, was not at work on this date. I did talk to the scale house operator. I drove around the landfill and observed that all solid waste is going to the new cell (cell 9) at this time. There appeared to be a relatively small working face at this new cell. There were no litter issues noted around the active fill area. I reconned the older cells 7 and 8 at the north end of the landfill. Snow covered everything on this date so it was difficult to make a complete assessment of the litter issues. However the site did appear to be fairly good as far as trash/litter was concerned. There was a line of litter all along the base of the tall litter fence. We have had very cold weather the past few days and recent snow cover from an overnight snow prior to my arrival on this date. Litter will need to be picked up as weather conditions permit after the New Year. I did call Doug Hughes by phone and January 2, 2014 and discussed my stop by visit. DOUG HAWKER
