Why did the occurrence happen:

Doug Caffrey called about the need to surface manure due to frozen ground conditions. He said that he was going to have enough applied to make it through until spring when he would be able to incorporate the rest. He told me that he had taken matrix points for application method. I told him that would be a violation of his construction permit and that I would put his name on a list for possible enforcement action. I told him I was not sure what the enforcement action would be since this is still being discussed due to the unusual weather conditions. He told me understood but needed to apply some manure regardless of what actions are taken.

I told Doug to be sure the manure was applied to fields that were included in his MMP and he told me it would be. I also told him that he would have to update his MMP to show the different application method. I told him that there is a place on the annual update to check so that it shows he has made a change in method of application so he would need to do that on the next short form he sends in and then on the next full plan he will have to include the new rate calculations for surface application.
