2/16/2015	Conduct site survey and review NMP/MMP for new dairy at existing open feedlot. Change of ownership also. Matrix site. No karst concerns. Partially in alluvial soils, however alluvial refutted and site is in area where flood plain is exempt due to drainage area. PE plans required and submitted. 3/16/2015	NMP/MMP reviewed 3/5/15 and corrections were received 3/6/15. Still awaiting proof of publication for public notice (with anti-degradation language) in Lyon & Sioux Counties. Once that is received, plan will be approved.	SHEILA KENNY
3/16/2015	A site survey was conducted 3/13/15. Waivers were obtained for the nearest residences to the NE and SE, but there is another residence about 2100' to the NW. This residence is owned by the current owner of the feedlot, but once the feedlot is sold, a recorded waiver will be required prior to issuance of a construction permit. Proposed expansion appears to meet all other separation distances. Conditional approval recommended provided a proper waiver is obtained for residence to the NW.	SHEILA KENNY
