3/3/2014 Muscatine Power & Water has provided the city of Muscatine bottom ash/slag for use as a winter traction agent. Citizens (& Media) have expressed concerns about this particular beneficial use and to address these concerns, I've asked Stuart Schmitz (state's toxicologist) to do a Health Consulation similar to the one conducted on EAF Steel Slag used on roads in Washington County (initiated by Kurt L.). To complete this Health Consulation, Mr. Schmitz requests a sample be taken from the city's stockpile (I believe located at 1459 Washnigton Street) and have that sample tested by UHL for: 1)RCRA Total Metals: Antimony, Arsenic, Barium, Beryllium, Boron, Cadmium, Chromium, Copper, Lead, Manganese, Mercury, Molybdenum, Nickel, Selenium, Silver, Thallium, Vanadium, and Zinc; 2)Size analysis - Standard sieve anaysis where they place the material on top of standard sieves that have different mesh sizes, vibrate the stack of sieves, and measure the amount entrained by each sieve. I think that this might be link for the standard: http://www.astm.org/Standards/C136.htm Upon receipt of the test results, Mr. Schmitz can conduct the Health Consulation within 2 weeks. In addition to the testing, concerns have been expressed regarding the city's stockpile of bottom ash/slag being adjacent to Mad Creek and that it's impacting the stream. Could Mad Creek be checked to ensure ash is not making its way into the creek. Please contact me with any questions. Thanks CHAD STOBBE

3/5/2014 Brian Lee and I met Randy Howell, Public Roads Maintenance Supervisor, at 1308 Washington Street, Muscatine IA, where the city stockpiles various piles of rubble, ground up rubble, ground up asphalt, a relatively small pile of bottom ash, and other equipment they use for road maintenance activities. Brian was asked to come with me as citizen concerns were raised as to stormwater runoff potential. Brian will likely be conducting a stormwater inspection in the spring, but i wanted to put a set of Stormwater eyes on the site sooner than later. Randy showed us around, pointing out the various piles of material, and most of our conversation revolved around the use of bottom ash from MPW's coal fired boiler. Randy indicated that they mix the bottom ash with salt. Therefore, to fulfill the request of this work request, we obtained samples of both the mixed and unmixed piles of bottom ash. The samples were dropped off at SHL Iowa City. The morning of 3/5/14, Steve out in SHL's Ankeny office called to inform me that they can't conduct the sieve analysis that i requested.
