5/21/2012 Inspection of newly constructed Phase 2cell at the Cass County Sanitary Landfill. The cell consists of (from the bottom up),groundwater interceptor trench (western half of cell), 2 feet of compacted clay, FML, geonet drainage layer overlain with 12 inches of sand. A portion of the cell that isn't expected to be covered with waste prior to freezing should have 18 inches of sand covered with 6-12 inches of soil for freeze protection. They anticipate having the as-built construction certification report submitted to the Central Office by the middle of next week.
