3/24/2014 A new Original P-Index NMP was received at this office on December 31, 2013. The plan was reviewed and comments for clarification of certain items and questions about fields to be used in the plan and applicable land application agreements were sent to Brian Ritland with Pinnacle and Adrian Wolfe with Grand River Cattle Company. A revised New-Original P-Index NMP was received at this office on March 11, 2014. The revised New Original P-Index NMP was reviewed for completeness and technical accuracy and appears to be complete and accurate; however there are two items that must be addressed. The facility is required to collect and analyze manure samples once each year and the fields sampled and analyzed for phosphorus every four years. Due to the winter weather during the time when the NMP was submitted you were not able to collect samples. By June 30, 2014 they must collect and analyze manure samples and collect and analyze soil samples for phosphorus (P) and submit a revised New-Original P-Index NMP taking into account manure nutrient values and soil P values, and make any needed changes to land application rates and P-Index values according to the laboratory analytical results (see attached NMP review letter dated 3/20/2014). 11/7/2013 On October 29, 2013 I conducted a NPDES Open Feedlot Compliance Inspection (see attached document). The Nutrient Management Plan (NMP) was out of date and we required them to submit a New Original NMP by 12/31/2013. I also conducted a NMP Compliance Inspection (see attached docoment) and included comments about the NMP in the NPDES Open Feedlot Compliance Inspection Report. BILL GIBBONS
