1/27/2012	The Iowa City landfill has submitted a construction certification report, therefore we need to make a final inspection of the new cell they built last year. A cursory review of the report indicates they were primarily placing TDA, seeding and building a test pad for most of Nov. and Dec. If these activities were observed and deemed satisfactory during another site visit in that time period, an additional site visit now may be unnecessary.	MATT PHOENIX

2/2/2012	Bert Noll and I contacted Matt Phoenix via phone on 1/31/12 and discussed our recent site visits to the Iowa City landfill. Bert completed an inspection in late September 2012 and I completed a visit mid-December 2012. Neither of us observed any deficiencies regarding the construction of the new cell. I emailed pictures of my visit to Matt. Matt said that we do not need to re-visit since we have visited after cell construction was complete and no issues were observed.	BRIAN LEE
