8/22/2011	Inspection of newly constructed Cell A-4 a composite lined cell. The liner consists of 2 feet of compacted clay overlain by a 60 mil HDPE. The leachate collection layer consists of 12 inches of sand. Also included in the cell construction is a groundwater underdrain and two leachate measuring points.
