4/29/2015 I neglected to ask Troy about the solid waste that was observed near the shingles spread out NW of the XFR Station, so i called dozer operator Mark Story to see if he recalls seeing it or pushing through it. Mark said he recalls not seeing what i described. He indicated seeing skid-steel tire tracks apparently from where Troy scooped up the solidwaste i was describing. KURT LEVETZOW
4/29/2015 Troy called me around 1130 this morning. We talked for about 21 mins. We discussed the home place shingle piles NW of his house, and his timber dump SE of his house. He said he's been trying to get that cleaned up for the past 18 months, and he said that waste didn't come from Sedore Sanitation, but rather from his apartments that they own/manage. I explained that in either case, it shouldn't have been dumped or burned there. I asked about the saw dust and Styrofoam (he didn't mention any benefit the plastic shavings offer), he said it's all spread out for their motorcycle trails, as the saw dust soaks up water and the Styrofoam is for absorbing shock when jumping etc (that's how I understood it anyways). I explained that the benefit may be true, but legality of spreading that material out is another issue. I went back to explaining that my job is now to correlate aerial photos to the photos I took of all the dumped and burned solid waste, to see when it was actually placed there. We then discussed the transfer station: shingles - he's still planning to pave over the dirt/shingles, once both have had a chance to settle. The shingles on the SE side he's not adding to, and is wanting to wait to see how the original shingle dumping area works out. As for the C&D, he asked what he should do now....i said don't burn any more, and getting it hauled to the landfill is what has to happen. I explained that moving forward, he'll receive an NOV that will lay out all the violations we know of, and the matter will be referred to LSB, and I told him that we're considering revoking his SDP Permit. I did tell him that SWAP funding folks are also having issues with the fact that DNR gave him SWAP funding, and now we're having compliance issues. I did explain that our current plan is to issue an NOV that will be followed with referral. KURT LEVETZOW
