3/13/2026	I reached out to the complainant to relay the discussion from the meeting and Eric Furnas' input on Harrold's operations currently and the plans moving forward.	RYAN STOUDER
3/13/2026	The Iowa DNR had a meeting with Courtney and rebecca Harrold today. Mr. Harrold is planning to expand his operation to include Biochar, possibly an anaerobic disgester. This meeting was conducted through a google meet. Kelli Book, Thabit, Satya, Pete Z, Theresa and I were discussing his plans. It was deteremined that Courtney needs an environmental consultant to assist him in his plans to expand. We discussed WW, water use , AQ, Stormwater permitting regarding the addition of a depacking operation, moving his compost under roof, adding a mixing room, dryers, a generator, an aerobic digester, and fermination tanks. At this time, he will need actual volumes and amounts of raw material for engineering to actual assist him in obtaining permits.	RYAN STOUDER
3/13/2026	I contacted Eric Furnas - Muscatine Planning & Zoning regarding the odor complaint. His response was - I have not received anything lately. They successfully had the property re-zoned to I-2 Heavy Industrial to accommodate the composting and bio-char facility. Then they applied for and were granted a special use permit to operate the facility. A condition for approval is that they have to move all composting activities inside a fully enclosed building. He is now proposing to sub-divide some of the property (presumably for financing purposes) and my guys have also had some discussions with Greiners about putting up the building. He is to have the building constructed and move the composting operation inside by spring/early summer.	RYAN STOUDER
