3/29/2022 I met Mr. Harold on site at the time of my investigation. I notified him I was investigating a complaint and contact him via phone 15 minutes prior to arrival. I observed multiple rows of material in the designated area. A few areas of ponding were observed. No burning was observed and no significant material was unmixed or staged. The odor was noticeable, but not rotten or septic in my opinion. We discussed the permit and the plans for staging, mixing, and reuse of collected leachate to water the piles in summer. Turning had not taken place consistently in winter due to frozen conditions. Piles were turned last week and that may have caused been the source of the (atypical) odor. Moisture and temp data collection was discussed. Burning of vegetation had taken place on the north end. The row of chickens (from Hy-Line) was covered in straw. Bird feet were observed, but no carcasses were uncovered or unmixed. Additional clay soil plans to be brought in soon to create a clay pad area that is better all season. The current area was wet and some ruts were observed, but it had frozen and dried a little at the time of my investigation. No runoff issues away from the current pad area were observed. I also contacted the complainant and we discussed my findings. I told her that odor is not specifically regulated, but the facility must manage odor. Cedar View plans to turn rows when the wind is favorable and not direct to neighbors. We discussed burning (flame) vs steam from the piles. I told her that the facility has largely submitted what was needed for their permit application. I told her our office will conduct regular inspections at the facility but will also investigate complaints. Separation distance and siting were also discussed.
