10/7/2019	I phoned Jared Walz and discussed complaint. Jared agreed to place 1 to 2 more bales of hay in the breach to settle out solids in the east basin. He will also try to place silt fence over the hay bales. He stated feed storage basins were just pumped into the existing open lot pit. Roger Mohn, engineer will be on site today to finalize SWPPP. I phoned Larry and informed him of my investigation. He agreed all streams and rivers in the area were high and turbid. NFA	TOM MCCARTHY
