11/15/2018 I met Mike Heister at 13596 Washington Mills RD, one of the properties listed in the complaint and his residence. I noted a dead calf in the open lot Mike said had died this morning. Mike buries deads and he agreed the bury the animal ASAP. We walked the perimeter of the open lot and a 300 hd monoslope barn located on the property. I did not see evidence of manure discharge or runoff. We traveled to 10615 Wash. Mills Rd where heister has 40 heifers and steers in an open lot with a concrete solid settling basin and picket fence. There was no discharge on this day, the lot had been scraped recently and was reasonably clean. I noted that there was evidence of channelization from the lot and ditch through a culvert toward Otter Creek. I explained to Mike that documented discharge of manure solids or a water quality violation would result in enforcement since we have a history here. Mike understood and ensured me he would keep the lot clean and/or move the cattle in this lot to the other property. No further action necessary resulting from this investigation. BRIAN JERGENSON
