12/12/2011 The Hancock County Assessor’s website indicates that Andy Kudej owns a property at 1445 260th Street, three miles directly north of Duncan. I went to this location on the morning of 9DEC11 and found an acreage with an abandoned house, a trailer home and some outbuildings. I observed dozens of appliances, predominantly refrigerators, staged outside at this property. They bore no marks indicating they had been demanufactured. Mr. Trulson is a permitted appliance demanufacturer in Britt. I spoke with Mr. Trulson by phone and he indicated that he does not demanufacture appliances that contain refrigerant, and that he conveys all his appliances that contain refrigerant to Mr. Kudej. Mr. Trulson confirmed having taken appliances to 1445 260th Street, but stated that that they are now Mr. Kudej’s property. I called Mr. Kudej at 1:15 PM 9DEC11 and left a message requesting he return my call. He called me shortly thereafter and stated that 1445 260th Street was his property and those were his appliances. He has taken the appliance demanufacturing course but got bogged down in the permit application process. I went through the appliance demanufacturing permit application process with Mr. Kudej. I advised Mr. Kudej that he couldn’t store undemanufactured appliances outdoors without a Storm Water Discharge Permit #1, so he needed to remove them or apply for that permit. We discussed his three options – (1) move the appliances indoors, (2) get a storm water permit, or (3) get his demanufacturing permit right away demanufacture the appliances in a timely manner. I will send both the storm water permit and appliance demanufacturing permit application materials to Mr. Kudej, and he will let me know by January 15, 2012, how he intends to proceed. DAVID MILLER
