7/2/2014	On June 25, 2014 at ~ 1325 hours, I investigated complaint. I met with Ray Slach, owner/operator of proposed permitted confinement facility. However, at the time of the investigation, Mr. Slach had pulled his permit application to expand an exisiting confinement feeding operation. We observed the previously proposed site location for the facility expansion located near 4306 Oasis Road, West Branch in Section 26, Scott Twp., Johnson County. General earth moving and leveling activities were observed. The location did not meet the definition of Construcion as defined by Rule 65.8, Iowa Administrative Code. The complainant was notified of investigation observations. NFA required.	JOSH SOBASKI
