11/17/2016	Jim Kacer and I investigated today (11-17-16). We took photos of a few areas of the property, including the tipping floor, north of the building and west of the building where the burning was alleged. During this visit, a smoldering pile of ash was observed. We talked to Troy. Troy indicated the fire was for recreational purposes. I asked if the wood was from construction/demolition (which it appears like) and Troy responded that its a mix of C&D and other wood material. I explained that if he's getting paid to haul the material away and it's dumped at his former transfer station property, it's now trade waste and shouldn't be burned for recreational purposes. Troy believes that he's legally burning for recreational purposes. Other: The scrap metal pile expanded from the SE corner to where we were standing during this visit, on the SW corner. Troy still doesn't have a stormwater permit for that property. I also asked what his plans with the shingle pile. He said some contractor is interested in recycling them. I asked if ever tested shingles that he used for base, and he said he did. He called and asked his secretary to find the results for me in a file in the office, so Kacer and I walked into the office and the secretary couldn't find the file. I gave her my card and asked her to email me any sample results she can find.	KURT LEVETZOW
