12/5/2018	I spoke to Jay Moore on the telephone. He said that the manure application crew was still attempting to incorporate the manure from this site during manure application, but it was not working well. He said that they started applying for emergency waivers to surface apply after application from this site was completed on November 30, 2018. He said the intention was to only apply enough manure to make it to spring when they plan to apply again when conditions are better.	BRANDON MINER
