1/30/2012	I visited the site and went to the river bank to the southeast and southwest of the facility. I saw no sign of dumping. I then visited Heartland Coop and talked with Jim Pierce. He indicated that it turned outh that thieves were stealing copper wire, taking it across the river to the southwest, and burning the plastic coating off. He said that the Poweshiek County sheriff just completed the investigation, they do not know who did it. I visited the area southwest of the old bridge across the North Skunk River. I saw charred grass and one piece of wire in the area. I took photos (attached). [I saw rusty drums sticking out of the ground behind the manufacturing plant and took photos, which I sent to the Contaminated Sites Section of the DNR.]	BILL GROSS
