11/21/2022	I traveled to the area that same date, along with Spencer Humphrey-DNR FO2 and observed the roads. There was no sign of liquid manure having been spilled. There was dirt and some dry manure tracked on the roads from the application fields, but nothing that would be considered a spill. It appears the manure was coming from 2-3 open-lot facilities in the area so it was even unclear who exactly had applied to which field. Nearly all the fields along the road had some manure applied so the area had a noticeable manure odor. Without finding a manure spill, the complaint appeared to be more for odor than actually manure spill. Unseasonably warm and humid weather that morning likely resulted in a stronger manure odor than usual when the complainant was driving on the road that morning.	DANIEL WATTERSON
