1/10/2019	On Wednesday, January 9, 2019 I visited the site/location of the complaint. There is a field southeast of the site on the east side of Xavier Avenue and south of a residence that sits on the bend of Xavier Avenue where the road goes from north/south to east/west. There had been a recent application of the material which was dark and had the appearance of soil. It looked like they applied and did a very shallow disking at the same time. The material that comes out of the confinement site is composted and does not have the appearance or odor of poultry manure. At the site the composted manure is stockpiled in wind-rows and there was visual evidence of wind-rows that had been removed and land applied (wind rows of composted material are on south side of building). There was no evidence of any runoff from the field. There was not an odor when I visited the application location. The stockpile location (wind-rows of composted material) were in an appropriate location with little slope and no evidence of runoff.	BILL GIBBONS
