6/26/2018 I spoke with Randy Epting, Hawkeye Pride Complex Manager about the complaint on June 18, 2018. He indicated that they had recently installed the equipment in the third cell of the breaker lagoon. The equipment is designed to increase the evaporation rate of the water in the pond. He reported that the equipment projects the water into the air and the water evaporates or falls back into the lagoon. I asked if he looked into the need for a permit for such a device and he indicated that he relies on Tom Grafft, ISG for guidance on potential regulatory impacts. I then called and spoke with Mr. Grafft, who indicated that they had not specifically checked into the need for permitting for the equipment. Mr. Grafft reported that the units were portable and easily installed and removed. I told Grafft that I planned to look into it and I would contact him with the results. I emailed Suresh Kumar, DNR engineer to determine if a permit was needed. He indicated that the device would need to be evaluated and could potentially need a permit. I forwarded Kumar’s email to Epting and Grafft and recommended that they stop using the device and contact Kumar to see if a construction permit is needed. JEREMY KLATT
