2/24/2015 Visited Chamness on 2/20/15 at 10:00 a.m. to investigate this complaint. I met Les Gunderson (Chamness Op. Manager) and Jerry Gunnell (Site Manager that took the place of Barry Root). We discussed the complaint, the status of the site and current operations. We discussed that the last week of January was warmer (30s-40s) and that may have caused odor to increase. The facility still plans to not turn piles when the wind is calm out of the south (5-10 mph) in an attempt to minimize the odor migrating north towards Mr. Algood. Records of compost management were presented upon request. No abnormal conditions were observed. New compost material appeared to be mixed soon (within minutes) after it arrived to the site. The compost rows appeared to be well managed and uniform. Some compost material had collected near the east storm water intake and I recommended the collected material be removed when feasible to allow leachate and storm water to discharge to the ponds as designed. No issues were observed with the leachate ponds. The compost pad had areas that need patched or repaired (according to Barry Root in 2014, the pad is planned to be replaced in sections starting this year). Paper and cardboard were observed in the pallet/bulking agent (unprocessed) pile. I told Jerry to monitor any wind-blown litter and ensure it does not leave the site. No violations determined.
