5/19/2022	I visited the fairgrounds. There were no appliances present. I went to P&L and met with Paul and Laura Palmer, et al. The trailer that contained the appliances were empty. There was a large pile of appliances in various levels of damage. I could only see the :PL: label on a couple. A worker on-site (who is not a trained appliance demanufacturer) was present. I asked him to show me the demanufacturing process. He was unable to do it. he showed me a criptic list of a few appliance types, it did not say whether anything was done with, or recovered from, them. It appeared that appliances were not all dismantled to inspect for mercury, PCB capacitors, or refrigerant. I warned Mrs. Palmer that the permit expires in a year, and it would not be renewed unless the demanufacturing process did not improve. See the attached letter.	BILL GROSS

			The current permit has a July 24, 2023, expiration date. The permit will not be renewed if process improvements are not made. These improvements include: • Dismantling and checking each appliance for applicable components on an impervious surface and marking it with the “PL” label. • Keeping an accurate log of demanufacturing activity including the number and types of appliances and the components recovered. • Properly storing components and keeping an up-to-date record of their destination. • Improving staff training.
