9/28/2018	I phoned Rick Reuter at 1610 and informed him of the complaint. He stated 2 loads were surface applied near Hwy 20. The manure was incorporated into the soil. All other recently hauled manure was injected. Rick felt comfortable that no manure would run off with the forcasted rains. NFA	TOM MCCARTHY
