11/17/2017 I visited Denver Dairy and met with Jan Jelsma. I observed an area on the northwest portion of the property where a large dry-bedded manure pile had recently been removed for land application. Mr. Jelsma stated that he cleans the dry-bedded barns once every three months, which generates 2-3 semi loads of manure. The latest cleaning of the barns was on or around 11/6/17 and the stockpile that was generated had just been removed. I discussed stockpile regulations for bed pack manure as well as minimum manure control requirements for confinements with Mr. Jelsma. We specifically discussed setback requirements for dry-bedded manure stockpiles from residences. I noted that the location of the former pile did not appear to meet the 2500 foot separation requirement. Mr. Jelsma and I walked the natural drainage from the former stockpile through his pasture leading toward the neighbor's property to the southwest and I did not observe any evidence of manure discharge off the dairy property. Mr. Jelsma stated that in the future dry-bedded manure will be direct-hauled when he cleans these barns and he will not be stockpiling onsite. He does intend to maintain a separate compost pile in this location for the time being for which he uses spoiled silage for bulking agent, not manure. I observed a small compost pile (well covered) with no signs of discharge. Finally, Mr. Jelsma provided me with a copy of a waiver that was signed by Tom Milius (adjacent landowner to west) to allow for Denver Dairy "to operate a 700 head dairy within 2500 feet." Apparently this waiver was signed when Mr. Jelsma took possession of the dairy. The copy of the waiver I reviewed was signed by a notary but not stamped by the County Recorder. During my visit I did not observe violations. Therefore, no further action is necessary. BRIAN JERGENSON
