8/26/2013 I investigated this complaint on August 21, 2013. I traveled to the described quarry area and found the manure spreader. Brent Murphy and Bob Schissel were with the manure spreader when I arrived. Mr. Murphy is the manager of the commercial manure service called Midwest Nutrient Solutions. A hose was attached to the manure spreader. Murphy reported that they were setting up to irrigate manure from the Nature of Iowa earthen basin on the field generally located in the N ½ of the SW ¼ of Section 14, Avery Township. This field is in Nature of Iowa’s manure management plan on file in this office. This field had a center pivot on it. While I was speaking with Murphy, David Zaugg, the owner of the property arrived. I explained the required separation distances to water sources for spray irrigation to both Murphy and Zaugg. I explained that the irrigation would be legal if it met these separation distances. I followed up on the matter via telephone with both Murphy and Zaugg on August 26. Zaugg reported that they decided not to move forward with the irrigation given the concerns of the neighbors. During the phone conversation I informed them that there is also a separation distance of 100 ft. to property lines. Mr. Zaugg indicted that the center pivot may swing within 100 ft. of the bike trail. I told Mr. Zaugg to contact this office if he ever decides to irrigate manure on the field so I can review all the applicable regulations with him to ensure that it meets all requirements.
