10/3/2007	10/3/07 - Talked w/ Kevin Blood about the complaint and he said that his hired applicator (Mike Norman # 6319) had the umbilical cord along Highway 30 and were knifing in manure by it. The hose developed a small hole and with all the pressure shot up pretty high and with the winds at 20 to 30 mph out of the south it sprayed anyone that passed by on Highway 30. The applicator shut off the pump within a minute and evaluated what had spilled out. He said he looked at the ditch and the highway and didn't see much there. I told the applicator (Mike) that they should have still reported it to the DNR and that they should set up a automatic kill switch for their pump in case something like this would happen again. Kevin indicated that he was very disappointed with his applicator and he let him know about it. Kevin took the complainant's name and # and was going to call her to apologize for the incident.
