9/23/2021	NOV emailed to Mike Loecke, copied Becky Sexton for applying manure not listed in current plan.	BRIAN JERGENSON
9/20/2021	Met with Mike Loecke onsite. He explained that he had a certified manure applicator inject manure at a rate of 4000 gallons/acre on Saturday 9/18. I observed the field and witnessed that manure had indeed been injected but there was still a strong odor. We discussed that there are no odor regulations re: manure application. Mr. Loecke and I discussed that this field was not included in the current MMP and that I had confirmed this with Becky Sexton prior to meeting him. I notified Mike Loecke that he was in violation for not keeping the plan current. He stated that he thought the field had been added to the plan and he was sure that he had current soil sample data for the field. We discussed that I would be issuing a NOV and that the field should be added to the plan ASAP.	BRIAN JERGENSON
