7/7/2022	I contacted Grummer to confirm the location and discuss the complaint. Grummer stated that he asked multiple times if he was sure it was black water which the fisherman was sure. He also stated that the fisherman was out there that morning. I stopped at the outfall that day and observed the discharge. The water being discharged was clear and entering the turbid Winnebago River. The black discharge was an optical illusion that the water was black due to the differences in the clarity of the river and the discharge. No further action required.	CARL BERG
