6/30/2022	I spoke with Paul Vanous, Mason City WWTP Supervisor as well as Mr. Caswell. Apparently a manhole downstream of 7th St NE in the old Croell Ready Mix facility was opened and debris and junk was thrown into prior to the heavy rains Mason City received on June 15th. The city has cleaned the manhole and jetted the line and installed a locking lid to prevent continued instances of debris and vandalism from entering the sewer line. I passed this information on to Mr. Caswell who was not convinced that the plugged line was the cause of his basement backup. I instructed him to contact the city and the Field Office if he or his neighbors have backups so we can start recording the issues. I informed him without any previous documentation of it occurring we won't take action against the city until we have built up a case of continued issues in the area. Mr. Caswell understood but commented that he has reported to city multiple times with no results. I explained that the city is required to report basement backups to DNR within 24 hours and that would be a violation as well as the bypass. Therefore each incident needs to be reported to the City and DNR and we would begin to document the basement backups.	CARL BERG
