10/13/2022 Phone updates provided by Dean on the following dates after site visit: 9/9, 9/13, 9/14, 9/16, and 9/26/22. Ryan drafted/sent NOV 9/27/22, and received a written report via email 10/5/22 (see attached NOV response letter). CAROLINE DAVIS
9/6/2022 Summary of site visit 9/1/22: I arrived in Fairfield early (around noon) from my previous inspection, so I drove by the Faircast facility on my way to stop for lunch. I noticed a stack that had a continuous brown/orange emission, so I took some video and a few photos (see attached). I wasn't sure if this was the EP in question, but figured it was likely the source of the complaint. I then went to lunch (~12:15pm) and when I returned to the facility at ~12:45pm, the emission had ceased. I met with Dean and a new employee (Dani) and we discussed the EE issues. He noted that the stack I observed emissions from today was in fact the stack/baghouse with issues. He explained that they had isolated the issue within the past day, and are planning to make repairs to the baghouse as soon as the parts arrive (potentially this weekend). He explained things in more technical terms, but as I understand it, they are having problems with purging at the cupula baghouse (EP 201, EU 102), so they have shut down the purging equipment and are physically knocking down the collected particulate material from that portion of the baghouse. Dean said that they are going to replace the bags, bag rack, and repair the seal plate. When I arrived, the system was down due to maintenance of a different part of the process. I told Dean that we did expect him to call in an EE report each time that they notice problems, but that the explanation could wait for the written report. I also told Dean that I intended to focus on the cupula baghouse for this visit today, and perhaps next visit we could do the entire foundry tour. CAROLINE DAVIS
