8/4/2020	Investigated 8/4/2020. Arrived at the site and met with Plant Manager Doug Bonnizio, and President/GM Ken Ledoux. Explained the allegations made in the NRC report. They acknowledged they had an oil leak from compressors but the problem had been fixed. They showed me the area where the leak was and explained their former Maintenance Supervisor (who they identified as Joe Bowman) was instructed to make repairs for the last month but never got around to it (short story they fired him for work related reasons after a month of employment) and they made the repairs and cleaned up the area. They did say oil leaked onto the concrete outside the building and they pressure washed the area during the clean up. They denied running a hose to the storm drain and insisted they never pumped anything anywhere. There was some residual oil on water next to the building and they were instructed to soak it up and dispose of properly. Checked nearby storm sewer on Depot Street and could not verify any unusual conditions (no odor or visible evidence of oil noted). Conclusion: Some event involving oil escaping the building occurred but unable to verify allegations made by the complainant (who was recently fired from this facility). There was staining on some of the concrete but this is a 100 year old industrial site so unclear when the staining occurred. It did appear efforts had been made to clean up the area. I will send a letter to Faircast reminding them of requirements for reporting hazardous conditions and emphasis prohibitions of discharging to a storm sewer.	TERRY JONES
