3/10/2017	I investigated this complaint on 10MAR17. I spoke with Daybreak’s Richard Kulow and Nick Wilson and explained the complaint. They took me to the location of the fuel tank and I did indeed see an area of diesel-stained soil just as the complaint described; except that there did not seem to be any effort to conceal it with new gravel. Mr. Kulow stated that this location previously had several large above-ground fuel tanks which were brought in by the USDA contractors during the bird flu incident. He stated that those people were sloppy when they transferred fuel, resulting in minor spills. I asked Mr. Wilson if he would scrape up the stained material and get it into a dumpster for disposal at the landfill, and he said he would do it today. I am sending a NOV on a separate matter and I will ask that, when they respond in writing to those issues, that they confirm in writing that the soil has been cleaned up.	DAVID MILLER
