12/3/2013 From: Gastineau, Janet [DNR] Sent: Tuesday, November 26, 2013 1:49 PM To: Corrigan, Ted Subject: RE: complaint investigation Ted, the complainant significantly backed off the water making her sick and her primary concern was the taste of the water since she bought the home in 2006. She only drinks water from the kitchen. Disinfectant residuals were good today (0.68 and 0.87 free and total, respectively) and I collected a sample for iron, manganese and total coliform. A couple of years ago a member of the IDPH was in her home as part of a low income weatherization project that included installation of a new furnace. Some of the piping associated with the furnace had to be redone and this member of the IDPH commented on “rusty” water and she repeatedly came back to this reference. She also had a house fire two years ago and the plumbing to the kitchen was redone (I think most of the basement showed galvanized pipe with some copper), but she says cubes still taste bad. She makes ice conventionally with trays filled from the faucet. She had used both the kitchen and bathroom taps today so collecting a sample for lead and copper were out of the question, but I left her instructions and will pick up a sample Monday. She’s not opposed to her plumbing be the source of the problem. The water had no odor or funky taste while I was there. I suggested she work with DMWW, who has more experience trouble shooting, but between you and me she is concerned about know-it-all men being disrespectful to her during an investigation—she said as much. I told her we would see how the sample results came back and if she wanted to pursue this with DMWW, I could give her your name and office number on Monday, but she would have to make the call. She wasn’t interested in data to assure her the safety of the water; she just wants it to taste better. I think she is predominantly lonely and housebound—she cried more than once. At that time she was crying and begging me to fix that taste of her water. She attributed it to some men that had been there and made her make some changes to her plumbing or hot water heater. I gathered that some agency was assisting her by bringing some of her plumbing up to code when they doing some renovations. Her state of mind was such that I called an elderly service to check in on her. Customer service had the same concerns earlier and called the same service. JANET GASTINEAU
12/3/2013 sampled bathroom for iron, manganese and TCR. TCR came back bacterially safe. 12/3/13 collected sample from her first draw sample of the morning from the bathroom. Kitchen piping different since it had to be redone after a fire 12/2011. Water had no color, odor, or taste to it when I was there 11/26/2013. JANET GASTINEAU

The call came in yesterday afternoon from a highly distraught, disabled woman who reported the water is making her sick and she cannot get out in the winter to buy bottled water. Our connection was very poor and the story very convoluted so it seemed more practical to meet to discuss. I will let you know the outcome, but may end up referring her to you depending on how far I can satisfy her. JANET GASTINEAU
