7/27/2017 Gastineau, Janet <[email protected]> Attachments3:19 PM (15 hours ago) to tracy, Contact, bcc: Contact Tracy, I received the results of analysis for the sample I collected yesterday that was submitted to the State Hygienic Laboratory for total coliform analysis. The results are attached and confirm the water in your apartment at the time of collection was bacterially safe. As a reminder, the disinfectant residuals (chlorine) were also above the minimum requirements. At this time I am going to close out the drinking water portion of the complaint. As you saw in an earlier email, I will continue to pursue the adjacent property owner regarding stormwater compliance. The city of Des Moines Planning and Zoning will also work with them to ensure they have a grading plan and site plan for the development of the property. 7/26/2017 Gastineau, Janet <[email protected]> 11:43 AM (0 minutes ago) to tracy Check out http://www.dmww.com/upl/documents/library/2017ccr.pdf to learn about the water quality from Des Moines Water Works from 2016. This document is required to be prepared for each public water supply by July 1 following each year. So the 2017 data will be out by July 1, 2018. You can also find updates to water quality at their website at http://www.dmww.com/water-quality/water-quality-data/. ?You only have to be concerned with the Fleur plant since that's where the water in your neighborhood comes from. The table below is updated pretty regularly with real time data and is available at the second email address provided above. Hardness and ?pH do not have maximum contaminant levels (MCL); these are more directed toward how pleasing water is to drink and shower in, for example. Chlorine has to be above 0.3 mg/L and nitrate MCL is 10 mg/L. Fluoride is a good thing and should be between 0.7 and 1 mg/L to maximize benefits. It should not get above 4.0 mg/L, which is the MCL. ? 7/26/2017 Gastineau, Janet <[email protected]> Attachments8:34 AM (0 minutes ago) to tracy I have attached an aerial photo showing the water main in blue on the north side of Hubbell Avenue. the green cutting through the parcels is the storm sewer. The red line is probably sanitary sewer. Your apartment complex is on the bottom of the photo and marked Hickory Grove. I will let you know the results are from the sample I collected. For some reason the photos didn't come through from yesterday, but that's OK. I got a good look at them. JANET GASTINEAU
7/26/2017 Free and total chlorine measured 0.61 mg/L and 0.75 mg/L, respectively, and a total coliform collected and submitted to SHL for analysis. No odor or color to the water. The water main is on the east side of Hubbell and not near the empty lots where fill dirt is being brought in. I talked with the city of Des Moines and they confirmed the site is being graded without a permit and without an approved site plan. Fairmount Education owns the consecutive lots (4101-4119). There is a storm sewer that cuts across two of the lots and flow is to the NW; there is an inlet on the north/NW center portion of 4105 Hubbell Avenue. Most of the fill was clean, but there is at least one pallet and some yard waste has been deposited. Ms. Deering showed me photos of what also looked like a vac truck dumping on the site. There was a wetter, fresher area but soils appear to be retained on site. JANET GASTINEAU
7/25/2017 D'Souza, Justin J. <[email protected]> 4:29 PM (14 hours ago) to me Janet, I went out to take a look at this site today. There were a couple of guys on site that were dumping fill from a landscaping project there. They said they were unaware of who owned the land or what was planned for it, just that people had been dumping fill there for years. I did not see anything that looked like it had any immediate impacts to our MS4 or drinking water, however I'm going to go out again tomorrow and take a more in depth look around all of our intakes in the area. I will also check with our permit development center to see if they have any knowledge of grading on that site. If it works out with your schedule, we can meet you there tomorrow afternoon, walk through the site, and discuss any actions as necessary. JANET GASTINEAU
7/24/2017 I spoke with Ms. Deering and she said orange tankers are dumping contents and washing out their tanks 2/day. Other "private" trucks are also dumping on site. Regarding drinking water, she likened the taste of the water to that coming from a hose and said one day it was gray and that others in the apartment complex are affected. It's from both hot and cold. JANET GASTINEAU
7/24/2017 Gastineau, Janet <[email protected]> 9:48 AM (25 minutes ago) to stormwater Our office received a complaint of tanker wash out and general dumping at the address above. The complaint came from the apartments at 4010 E. 42nd Street. I plan to get to the site tomorrow afternoon, but thought I would see if you have any knowledge of what might be going on at this site. The complainant also said they have been having trouble with their drinking water since this started. DMWW has been notified and I will make observations of the drinking water tomorrow as well.
