4/17/2012	Visited site but was unable to determine if freon had been evacuated earlier in the day. Onsite staff accidently had a freon release from a heat exchanger while I was there. This facility currently does not have the means to recover freon from appliances but is in the process of purchasing the equipment. We discussed these activities must not be done without the appropriate equipment, EPA registration, and record keeping. We also discussed PCB capacitor determination, handling and disposal as there seemed to be confusion from our discussion. I asked that Scott contact the Iowa Waste Reduction Center to schedule an onsite visit and he agreed to do so. Scott will let me know when they have been there and provide some proof. I intend to do an in-depth onsite review of activities at that time.	BRIAN JERGENSON
