6/13/2017	I informed Ron that the DNR has no jurisdiction with regard to flies. I explained that both Iowa Department of Agriculture and Land Stewardship personnel and Iowa State University Extension Entomologists have been heavily involved in fly issues over the past couple years; with particular regard to a layer facility in Wright County. However, DNR and, I believe, IDALS have no regulatory authority with regard to the matter. Ron repeatedly asked if there wasn't any Code of Iowa laws which deal with flies. I stated that there was not. I further explained that if Winnebago County and their Legal Counsel wanted to attempt to enact fly/nuisance ordinance(s) they could certainly pursue that avenue. Additionally, the complainant could file a nuisance lawsuit if they were so inclined. I advised Ron that the complainant should contact the ISU Extension Entomologists and provided him the phone number of Dr. Ken Holsher, a widely-known fly expert.	TRENT LAMBERT
