6/28/2013 I investigated on 27JUN13. This area is referred to as “Coleman”, with a privately-owned sewer that connects to the City sewer farther north. NCIRSWA has a contract with Coleman to discharge leachate through their sewer, for which they have paid $300 per month for many years. I met with Ms. Turkle on 27JUN13 and we inspected manholes along 22nd Ave S and 15th St S. Leachate was being pumped at 3-5 gallons per minute and there was a distinct H2S-type odor in the sewer at all manholes. A number of angry citizens approached us, confronted Ms. Turkle and demanded that DNR make the landfill stop pumping leachate into the sewer. Several people made unkind remarks directed toward Ms. Turkle. I advised the group that DNR would defer action, if any, until the facts were ascertained. Three residents, including Mr. Pingle, said their houses were uninhabitable from the odor, but they all refused permission to enter their houses to confirm their assertions. John Trueblood of 2122 15th St S allowed me into his house. I did not detect any odor anywhere in the house except a very faint odor within 1 foot of the basement floor drain. This odor was consistent with the odor in the manholes. I advised Mr. Trueblood to ensure his trap had water in it. I left several business cards with the group and then went to the NCIRSWA Landfill where I advised Ms. Turkle that DNR does not regulate odors, and that I saw no violations that were related to this specific matter. I then met with Ft Dodge Public Works Director Greg Koch, who is also on the NCIRSWA Board. He indicated that he would clean and televise the sewers in the area in an attempt to better understand the issue. I do not intend to take any further action on this matter, except to respond to inquiries stating that no violations were observed and that concerns regarding nuisance and health issues should be directed to Webster County officials.
