5/17/2019	Called City Manager Jerry Dunlay and advised him that this was not the best approach because the material could be deemed to be solid waste, which can not be handled in this way. I suggested that it would be very easy to covert this to a composting operation instead. Mr. Dunlay was very receptive. Sent him Chapter 567 IAC 105.	DAVID MILLER
