12/13/2019	I visited the Iowa City Landfill on 11/25/19 for my "fall 2019 landfill tour", met with Jason and Jen, toured the landfill and discussed operations. I did not note any deficiencies or violations of their permit or 567 IAC 113 that would lead me to believe that operational issues were contributing to offsite odor.	KURT LEVETZOW
11/8/2019	Jen's response to the email I sent her: Thanks for your email. I did receive one complaint this morning; since September 3 have received calls from five neighbors. It does seem the odors are more noticeable in the early mornings. We don’t have any new projects/digging occurring. Similar to in 2008, we do have two cells open as we’re working on closing out the FY09 cell and getting across the new FY18 cell. We are pretty high in FY09; that could be contributing to any odors migrating off site. We should be done there and have it all dirted with two feet in about mid-November. Our Assistant Superintendent and a Landfill Operator drove around the neighborhood this morning immediately after I received the complaint call and they did report back that there was an odor but it was not gas; they smelled wet trash. We have moved to using tarps for cover in the new cell. The flare is operating well; we just had quarterly maintenance performed in early August. The flow at the flare has been averaging 880 SCFM which is 50 SCFM above average for us over the past six quarters. Staff performed GEMs on October 21 and we did have wells that had positive pressure; those were all adjusted immediately and when re-read all demonstrated negative pressure. We will be checking these wells weekly through November to ensure everything is in order. We didn’t have any hits on our last quarter SEMs readings (early August) and will be doing the next quarter’s readings in November. We’ll keep monitoring and adjusting systems as necessary to keep odors as minimal as possible. Jen	KURT LEVETZOW
10/25/2019	To start this investigation, I sent Iowa City Landfill Manager, Jennifer Jordan, the following email: Hi Jen, A neighbor to the east of the landfill called me this morning expressing concerns of odor, said it is similar to the odor they experienced for approximately a year after the 2008 flooding waste went into the landfill and seemed to cause all sorts of odor problems. The complainant said it's a similar rotten-egg/gas smell, and said it's been bad in the mornings and evenings for the past month. Thinking back to the complaints in 2009-10, I recall the recurring theme from all the complainant's was that the odor is worse from sunset to sun up (when the atmospheric conditions tend to hold odors down closer to the ground). I am wondering if there's something new going on at the Iowa City Landfill such as construction (having to dig into old waste where maybe gas is escaping)? Has the gas collection/flare been operating as it should over the past month or so? Thanks for your time. Kurt	KURT LEVETZOW
