12/13/2024 I investigated this complaint on 12/12/2024. I met with Randy Rovang (owner). We walked around the facility which was currently in operation. He explained how the wood is ground outside, then moved inside to be ground again. Woodchips are screened and separated by size inside the building and placed in separate piles where they are loaded up and hauled away. Mr. Rovang stated they typically do not grint outside if it is overly windy. The grinding building is equipped with a dust collection system. During the inspection dust was seen leaving the building but dissipating almost immediately after exiting the building. We walked around the property and I was able to observe the property boundaries. There was evidence of wood chips spilled outside of the buildings and on the ground but there was no evidence of wood chips or dust near or beyond the property line. I gave Mr. Rovang a copy of the rules covering fugitive dust, explaining that he is required to keep the woodchips and dust associated with the grinding of the woodchips on his property.
