12/3/2018 Researched the City of Dubuque's 5 Year Biosolids Land Application Plan that was prepared by Nutri Ject in 2013. This plan listed that only fields on the north side of Haxbylane Rd. (owned by David Thole) were to be used for application of biosolids. Called Willie O'Brien (Wastewater Plant Manager) and asked if additional land was being used for the land application of biosolids, and for a copy of the most current biosolids plan. He said that he would call Nurti Ject and have them call me with information. Spoke with Scott Wienands of Nutri Ject on 11/27/2018 and he said that additional fields have been added to the biosolids plan. The fields all along the north end of Haxbylane Rd. (owned by Brian Bradley - Harpa Farm Corporation) have been added. He supplied the maps and pre-application biosolids field report for the new fields. He said that no land application has been done yet, and any biosolids are just being stockpiled. Drove to Haxbylane Rd. and noticed a pile of dried biosolids piled on the south side of the road, in a field. Did not see any evidence of land application at this time. Spoke with the complaintant on 11/29/2018 and told him that the biosolids are only being stockpiled. He mentioned that the pile was spread today on the south side of the road. He is concerned about pollution to the spring located on the southeast corner of the property. Spoke with Scott Wienands on 11/30/2018 and said that the complaintant states that the biosolids are being spread on the south side of the road, and the information provided on 11/27/2018 only had maps of field on the north side of the road. Scott said that he neglected to send the map regarding the field on the south side of the road. This is field is owned by Brian Bradley as well, and is part of the biosolids plan. I mentioned the concern about the spring on the southeast corner of the property, and told him to keep the proper setbacks. MATT CALVERT
