5/13/2020	I called Todd Halbers and spoke with him about the complaint. He said the winds today were so strong that some plastics did blow across the road to the north onto State property. He will pick up the litter tomorrow since the wind will not be as strong. He also stated that due to COVID-19 they are having a hard time hiring people to pick litter. They use a tarp for daily cover but with high winds they use dirt. He will make sure adequate dirt is placed on the working face at the end of the day.	JENNIFER CHRISTIAN
